The Water Cannon is a land-based police vehicle in 112 Operator. A slow vehicle carrying 4 officers, its primary feature is to boost the Pacification skill of each officer by +0.15, increasing the chance of criminals giving up during a fight. This helps prevent excess injuries, and thus reduces the need for medical intervention. However, the Water Cannon cannot carry any arrested criminals, relying instead on other units to do so.
The Water Cannon also boosts the firefighting skills of each officer on board, allowing them to provide a little bit of support in fire incidents; though not enough to put out fires on their own.

Overview[]
The Water Cannon is a specialized land-based police vehicle, which becomes unlocked partway into a career, scenario, or freeplay game. It is designed to pacify criminals during fights with the police, but can be used for other purposes as well.
The Water Cannon carries 4 officers, which is a substantial amount for both resolving incidents in general, and for fights and shootouts specifically. That last point is of particular importance, as each of the four officers in the vehicle receives +0.15 to their Pacification skill. This means that, during combat with criminals, each hit from one of these officers' weapons has an extra 15% chance to cause that opponent to surrender instantly. This is on top of however much Pacification the officers get from their weapons. For example, an officer armed with a Tonfa (0.10 Pacification, or 10% chance) has a 25% chance to force a criminal to surrender with every single hit.
As a result, fights involving a Water Cannon are far more likely to have the opponents surrender quickly, especially with four officers attacking them simultaneously. It will go even faster if the officers are already using Pacification weapons. Meanwhile, the Water Cannon's Armor value of 3 gives the officers a modicum of protection against incoming fire, keeping them a little safer than in a Patrol Car.
Note, however, that an officer's Pacification skill can't go above 1.0, so weapons like the Rubber Bullet Shotgun (which already provide 1.0 pacification) receive no bonus. The bonus is added to both the officer's main weapon (Pistol, Rifle, etc.) and secondary weapon (Tonfa, Taser, etc.), and applies to each weapon's attacks separately.
Each opponent that surrenders before they can be injured by the weapon's actual damage (if any) can be arrested instead of requiring a medic; which removes the need to send a medical unit over to treat them and get them to a hospital. Water Cannons are extremely useful for clearing up any sort of major incident involving armed persons, up to and including terrorist attacks; but since the vehicle cannot carry any arrested persons to jail, there must always be enough police units on site (or at least, on their way) to pick those prisoners up. That is usually not a problem, because the Water Cannon is a slow vehicle with a top speed of only 100, and will often be the last to reach the scene anyway as other units wait for its arrival.
Finally, the Water Cannon has an interesting extra feature in that it provides a +0.25 bonus to each officer's Extinguish Fires skill. While this bonus is rather weak, it allows the Water Cannon and its crew to either assist a fire unit in putting out a fire faster, or attempt to control a fire until dedicated units can arrive to put it out. Unless the officers are equipped with extinguishers, they are unlikely to actually be able to put out a fire on their own, but they can slow it down. Note that the Water Cannon has a water bar in its on-site image, but it does not actually carry water.
