This article describes the best solution(s) to the Stolen CamperCall Incident. Follow the instructions below to learn how to get the most Reputation Points and/or other benefits, and avoid unnecessary penalties or complications.
The Stolen Camper incident is completely linear; it will work the exact same way each time you play it. As a result, the instructions given in this article will always be best.
This incident gives you two options to choose from, based on what you want to accomplish:
A massive search area, but the scene itself gives an extra Reputation point, and only requires police to resolve.
Four smaller search areas (1/4 as much work required), but gives only the base reward, and requires basic medical unit response.
Below are instructions on how to do either of these things as efficiently as possible.
Optimal Conversation - Wide Search Area[]
Following this conversation flow will spawn a massive Search Area, 144 sectors in total. Once the search is completed, the scene itself requires only police response, and provides an extra Reputation point if the instructions below are followed properly.
Follow this conversation if you have plenty of CCTV cameras, Spy Drones, specialized search units (e.g. Police Helicopters), or just a large number of free units that could assist in the search.

Optimal Conversation - Small Search Areas[]
Following this conversation flow will spawn four different Search Areas in random locations across the city. They consist of only 36 sectors in total (9 per area). Once the search is completed, the scene itself requires both medical and police response, and provides only 3 Reputation points when resolved.
Follow this conversation if you do not have particularly good search units, or do not have enough units available to begin a wide search.

Exploiting the Scene Duplication Bug[]
The incident script is written in such a way that it does not expect the Wide Search Area to appear and be resolved before the call is asked to PEEK THROUGH THE DOOR. Thus, when you ask her to peek, the script simply removes the Wide Search Area and replaces it with four Small Search Areas.
However, if the Wide Search Area is resolved before asking the girl to peek through her door, the instance of the Stolen Camper Scene that was discovered by resolving the search remains on the map, and then resolving the four Small Search Areas spawns a second instance of the scene (though slightly different). Both instances can be resolves separately, for nearly double the Reputation reward.
In order to get this to happen, however, you would need to be pretty lucky, or sufficiently well-prepared. The Wide Search Area is 144 sectors in size, and most vehicles will struggle to complete more than a few search sectors between the two questions. If you can, sending every unit in the area into the closest search sector, and then micro-managing each unit carefully to search as many sectors as possible, will increase the chances of hitting the right one. Of course, if you have CCTV cameras in the area, they can search many sectors simultaneously. Spy Drones can also be very helpful, if placed in the corner between 4 search sectors.
The one thing you can always do, however, is to get the Search Area to appear as soon as possible in the conversation, and then spend as much time as possible exhausting every remaining conversation option except PEEK THROUGH THE DOOR (or any question that damages your reputation or ends the call prematurely). Getting to DESCRIBE THE CAMPER as quickly as possible also helps, as it reduces the amount of search work per sector by 33%, which is a massive help.
Additionally, it helps to wait as long as possible between every question you ask. The caller will give you two "reminders" after every question you ask, before she gets frustrated and hangs up the phone. The first reminder is "Hello?", and the second is "Are you there?". Once that second reminder is heard, you have only a few moments to pick your next response.
