Run Over Dog is a Generic Call Incident featured in 911 Operator. This call has a single storyline involving a man who calls 911 to report that someone had hit a dog with their car. The operator is asked to decide whether to send emergency units for an animal.
As a Generic Call, Run Over Dog can be triggered at any time during Free Play.
During Career Play, it will only be triggered in Washington D.C..

Plot[]
This call has only one storyline, with two possible endings. The call should be IGNORED in either ending, as sending units to the scene gives no benefit.
Summary[]
A man calls 911 to report that he had seen a car hit a dog. The dog is still lying in the street, severely injured. When the operator explains that he can't send emergency units to assist an injured animal, the caller suggests killing the dog to put it out of its misery.
The operator may agree or disagree, but in either case there is nothing he can do.
On Site[]
- Upon arrival, units will find the caller and the dog.
- The caller is Resolved by default, and requires no interaction.
- By default, the dog is severely injured and bleeding. It will die 60 seconds after the start of the phone conversation. You might not be able to reach it in time to save it. Otherwise, the dog requires treatment and transport to a hospital. You must pay -1 Reputation for rescuing the dog.
- If the caller was instructed to put the dog out of its misery, it'll be dead instead. This requires police to handle the body, but no transportation. You will receive 0 Reputation for resolving this incident.
Optimal Conversation[]
Since the Reputation reward is only set at the end of the conversation, it is best to reach a conclusion fast - in this case, IGNORING the call altogether. Both endings should be IGNORED, but only one rewards you a Reputation point for doing so:

Trivia[]
This call is directly based on the opening scene of the Netflix television series "House of Cards", in which lead character Frank Underwood puts a dog out of its misery after it was hit by a car. The call dialogue quotes parts of the scene verbatim, particularly Underwood's monologue about doing what's necessary. If units are sent to the scene, the caller's name is shown as "Frank Underhill". Comments in the script file itself instruct voice actors to try and sound like Kevin Spacey - the actor who played Underwood in the series.
Additionally, the name "Frank Underhill" may be a reference to the fantasy novel The Lord of the Rings, where main character Frodo Baggins uses the name Underhill as a pseudonym to hide his true identity.
