Protesters Blocking the Road is a Reported Incident in 112 Operator. This incident can only spawn as a result of not sending enough units to oversee a violent or near-violent Demonstration; it may not occur under any other circumstances. While not normally a dangerous incident, it can devolve into violent, and always requires a lot of policework to resolve. It has only one scene.
The incident involves a group of 6 to 8 protesters who are blocking the street, creating a large traffic jam in the area. Police must respond to the site, and will have to either question or arrest every person on the scene. The protesters are usually unarmed, but the occasional Baseball Bat might be present. Though not seeking confrontation with the police, the presence of so many violent protesters almost guarantees that one of them will try something, causing others to join in. Fortunately, they are almost guaranteed to surrender at the first sign of trouble.
Conditions to Spawn[]
The Protesters Blocking the Road incident may only spawn as a result of a Violent or Near-Violent Demonstration which does not have a sufficient number of units guarding it. It will always spawn in the vicinity of that protest. It cannot spawn under any other conditions.
This incident will always occur on a road.
This incident is only mildly-common compared to all other incidents that could spawn as a result of a Demonstration. This is true for both Violent and Near-Violent Demonstrations. It will never spawn near a Peaceful Demonstration.
Resolution[]
The Protesters Blocking the Road incident must be reached within 1200 seconds of real time (on SLOW game speed) or it will automatically fail. This is a very long time limit, equal to half a Duty, which should provide enough time to gather up a sizable police response.
The highest reputation reward possible for resolving this incident is +10, depending on how many randomized elements have been added to the scene.
The maximum possible penalty for ignoring this incident is -10, depending on both randomized scene elements and multipliers from the current difficulty setting.
Scene Elements[]
This incident contains one scene with a large number of police. Note that injuries during the fight (if it happens) can create a medical emergency, requiring medical units to be sent there as well.
Traffic Jam[]
As soon as this scene is created, it begins to generate a Traffic Jam that will expand at a rate of 0.8 along every connecting street. This is fairly fast, so expect a large traffic jam to form in no time.
The Traffic Jam will slow down all ground-based units attempting to travel through it. Smaller vehicles move faster through Traffic Jams, and airborne vehicles ignore them completely.
As soon as the scene is resolved, the Traffic Jam will begin to clear, from the center outwards.
Description[]
The scene occurs out in the open, with anywhere between 6 and 8 protesters present.
By default, each protester has a 70% chance to require only questioning by the police. Conversely, each protester has a 30% chance of requiring arrest and transportation to prison.
However, each protester also has an Aggression value of 10%. Though this is a low value, with so many protesters on the scene it is almost guaranteed that one of them will attempt to assault the police as soon as they arrive. Each other protester then has a chance to join in. This could lead to most (if not all) protesters trying to attack the officers. The protesters are normally unarmed, but usually there will be at least one carrying a Baseball Bat. Fortunately, the low aggressiveness value also means that they are highly likely to surrender as soon as they start to attack - or as soon as police start fighting back - so the situation rarely becomes dangerous.
Each protester that attacks - including those who decide to surrender immediately - must also be arrested and taken to prison. This greatly increases the total number of protesters who will need to be arrested. As a result, it is often best to send units capable of transporting many prisoners.
Any protester who is injured in the fight will instead require medical treatment and transportation to hospital, so make sure to have medical units on stand-by.
