Police officers are one of the three team members in game. The Marksmanship skill determines the officer's ability to resolve shootouts with suspects.
Police officers are notably the only units capable of dealing with suspects and witnesses - namely, they can issue tickets/fines, interview those on scene and arrest suspects, fighting them should they resist. They are not efficient at first aid or technical work, but can issue formal death statements.

The Bulletproof Vest is available to all team members, but is most useful with them as they are often within the line of fire when required.
The System Terminal is available to all team members but is more useful to police officers as other units cannot take advantage of its bonuses.
