The Police Dinghy is a police boat that was added with the 112 Operator Water Operations DLC. It is the smallest and cheapest water vehicle capable of carrying an arrested person to jail, but pays for this ability with a low speed for a water vehicle. It carries 2 officers and provides no skill bonuses nor protection during firefights. While a cheaper alternative to the Patrol Boat, the Police Dinghy's usefulness is limited to minor incidents and support for other boats.

The Police Dinghy is the smallest, cheapest, and slowest police boat capable of carrying arrested suspects. It is only added to the game by the Water Operations DLC. The Police Dinghy will typically be unlocked as soon as the first water district comes under your direct control - sometimes right at the start of a career, scenario or freeplay game.
The Police Dinghy's only real advantage is its price. At only €35,000, it costs two thirds as much as the next larger police boat - the Patrol Boat. However, the low price comes with several important disadvantages compared to the Patrol Boat: A smaller number of crew members, lower passenger capacity, very low speed for a water vehicle, and no protective armor. These disadvantages are quite substantial, putting the utility of the Police Dinghy in question.
The Police Dinghy carries 2 officers, which is one less than the Patrol Boat. It also offers them no armor protection whatsoever, putting them in extra danger during shootouts. However, unlike the Police Jet Ski, it can carry a single arrested suspect to jail, allowing it to resolve minor incidents that do require an arrest on its own, or pitch in when multiple boats are removing a large number of arrested criminals from a major incident.
The other serious disadvantage of the Police Dinghy is its speed. It moves at a top speed of only 120, making it 25% slower than the Patrol Boat, and in fact one of the slowest water vehicles available. It cannot be expected to cover a large body of water on its own. Instead, the Police Dinghy is useful in river junctions with a local harbor, so it doesn't have to go very far.
Overall, Police Dinghies do not seem to justify their reduced cost; but can be a cheaper alternative to a Patrol Boat until more funds become available, or be used to cover small bodies of water that are too small to require a dedicated Patrol Boat.
