People Without Power Supply is a Reported Incident in 112 Operator. This incident may only occur during the Blackout event, and is overall common throughout the entire event. It requires only firefighter response, and has only one incident site.
The incident involves a person complaining that their building has no power. Firefighter units can be sent to the site, only to realize that the entire district is affected by the blackout, and there's nothing they can do.
This is one of a the handful of Blackout-related incidents that provides no reward. There is also no penalty for ignoring this incident, so it should be summarily ignored whenever it occurs.
Conditions to Spawn[]
The People Without Power Supply incident can only spawn during the Blackout event. It may not spawn at any other time. This incident is somewhat common throughout the event's entire Duty.
This incident may only spawn in one of the (three?) districts affected by the particular Blackout that's taking place. The game does not indicate to the player which districts are affected.
Resolution[]
The Blackout event is all about recognizing when to send units to incidents, and when to ignore them completely. The People Without Power Supply incident provides no Reputation reward when successfully completed, and has no Reputation penalty when ignored. Subsequently, there is no penalty for letting it expire, other than the fact that it clutters your map for 1,500 seconds until it vanishes.
As a result, it is best to recognize this incident and ignore it whenever it appears.

The scene takes place in the open. The only thing present is the blacked-out building. This is a tech element that takes only 50 Work Seconds to resolve - mere moments for a trained technical crew. The task is so simple it can even be carried out by non-firefighter units, though it would take them a little longer.
As noted above, you get no reward for resolving this scene.
