Not to be confused with another Incident of a similar nature and name that appears under similar circumstances, Aggressive People Are Blocking Street.

People Blocking The Street is a Reported Incident in 112 Operator. This incident may only occur as part of the VIP Transit event, and only if the public reportedly poses no danger to the VIP. It is a non-violent but work-intensive police incident, requiring a fast and significant response. It has only one incident site.

The incident involves a group of 8 people who are blocking the route that the VIP's motorcade intends to take. Police must rush to the site to begin clearing people out of the road. For the most part, people will move without issue; but occasionally a few might refuse and need to be arrested and taken to prison.

Failure to resolve this incident in time will result in a delay of the motorcade's movement through the city, which reduces your Reputation reward for that event.

Conditions to Spawn[]

The People Blocking The Street incident cannot spawn at all during normal play; it will only ever spawn as part of the VIP Transit event. It will only spawn if the public does not have any particularly negative opinion about the traveling VIP, posing no danger; otherwise this incident will not spawn at all.

Each time a VIP makes a journey through the city, the game marks out five locations along the path between the VIP's origin point and destination. One incident will spawn in each of these locations. If the public does not harbor negative opinions about the traveling VIP, the chance that the People Blocking The Street incident will spawn at each given location is 25%. Each location is rolled independently, so the incident could potentially spawn in more than one of the five locations. Any location that doesn't pass the 25% roll will instead spawn a Secure The Crossroad incident.

This incident will always spawn on a road - specifically, on the road that the VIP will take to the summit.

Resolution[]

The People Blocking The Street incident must be reached within 900 seconds of real time (on SLOW game speed) or it will automatically fail. This is a rather long response time, equal to one third of a Duty, but it is deceptive:

  • There is a growing Policework element on the scene. The longer it takes police to resolve it, the more work they have to do.
  • The VIP will almost always start moving before this incident is resolved. If the VIP reaches this incident before it is resolved, your Reputation reward for the VIP Transit event begins to decrease rapidly until the VIP is cleared to move again.

The reputation reward for resolving this incident is +10.

This incident cannot be manually ignored, and must either be resolved or allowed to expire. If the incident expires, you will lose -10 Reputation points, further subject to any multipliers from the current difficulty setting.

The People Blocking The Street incident contains one scene with a total of 9 police elements.

Description[]

The scene takes place in the open. There are 8 protesters present, as well as a general "Policework" element meant to simulate the growing protest at this particular site.

The protesters are usually docile and require only questioning by police; however this takes much longer than normal for each protester - up to 400 Work Seconds each. Even experienced officers with equipment for processing suspects could take an inordinately long amount of time to process each of these protesters.

Furthermore, each protester has a 10% chance of requiring arrest instead of questioning. They are unarmed and will not resist arrest, but do need to be removed to prison before the incident can be resolved - potentially making things much more complicated.

Finally, the scene includes a general Policework element called "Crowd Control". When the scene first spawns on the map, this element takes 200 Work Seconds to resolve; however it immediately begins to grow at a rate of +1 Work Seconds with every single real-time second that passes (on SLOW game speed). Policework is performed faster by experienced officers, but completely ignores any bonuses from equipment, so this element will always take a lot of time to resolve, even if police get to it quickly; and the longer it takes for them to get to it, the more work it takes.

All of this makes the Protest scene one of the most work-intensive scenes to resolve. To make matters worse, if this scene is not resolved in time, the VIP's motorcade will have to stop and wait for it to be resolved. This will rapidly begin to decrease your score for the VIP transit.

As a result, it is imperative to send as many police units as are available to this scene, as quickly as possible, to resolve it. In fact, it may be prudent to send units there first, resolve this scene quickly, and only then disperse units to take care of the other blockades along the VIP's route. Units with suspect-processing equipment (Handcuffs, Terminal, etc.) are highly recommended for this task.
