911/112 Operator Wiki

Missing is a Generic Call Incident featured in 911 Operator. This call has a total of six different plotlines, all beginning with a woman calling to report that one of her loved ones has been missing or kidnapped.

As a Generic Call, Missing can be triggered during both Free Play and Career Play, multiple times.

This call was added in the Search & Rescue DLC, and involves a search to discover a second incident site.

Opening Lines[]

This call may start with either of two opening lines. The chosen line also determines which plots may be played out during the call.

Speaker Line
Operator "911, what's your emergency?"
Caller "I want to report a kidnapping!"
"Hello, I want to report a missing person!"

Randomized Plot Structure[]

This call has six different possible plots. While they are all somewhat similar to one another in both execution and solution, each has its own unique properties that make it distinct from the others; and thus each has a separate section in the article below.

The call splits into two different branches from the very get-go - as soon as the caller's first line is spoken - with a 50% chance of each. A second question from the operator splits it further into the different plots that could play out within the chosen branch - again with an equal chance of each.

The first branch involves a kidnapping: A man has kidnapped the caller's dog or her toddler.

The second branch involves missing persons: The caller's toddler, husband, grandmother, or teen-aged daughter.

Once a plot is selected, the call sticks with that plot to the end - with one exception: It is possible for Plot 3 (the missing toddler) to end up the same as Plot 2 (a kidnapped toddler). The reverse is not possible.

The operator may ask additional questions to collect more information about the victim or the kidnapper, some of which have randomized responses; but these don't really change much if anything. Most importantly, due a glitch, even the operator's various choices don't change much at all.

Eventually (with one exception), the operator will have to send units to begin a search and retrieve the missing person.

Reputation[]

The Reputation reward is set at +2 at the very start of the conversation. Once the identity of the missing person has been ascertained, almost every question asked by the caller increases their Reputation reward by +1.

Unfortunately, this is ultimately irrelevant, because as soon as the call ends the reward is either reset to just +3 Reputation, or drops to a negative number.

As such, there is no way to receive more than the default amount of +3, and there is no point in listing every question that increases your reputation (there are multiple for each plot).

Ignoring the Call[]

Only one of the plots - the kidnapped dog - allows any chance of IGNORING the call while still gaining Reputation. You may actively choose this ending as soon as it turns out that the kidnapped "person" is a dog by selecting REPORT IT AT A POLICE STATION, receiving +1 Reputation instantly without having to send any units. Doing so before discovering that the missing person is a dog will cost you points instead, so be careful.

Note, however, that the reward for actually finding the dog is +3 Reputation points, though it requires a search of the area, followed by an arrest of a violent man and treating an injured dog. The Optimal Conversation for this plot instructs you when to make the decision.

Intro[]

The call begins the same way regardless of which plot is ultimately selected. This intro sequence is what determines which plot will play out.

The intro consists of two questions. The first determines whether the person in question is simply missing, or whether they've been actively kidnapped by someone. A follow-up question then determines exactly who was missing/kidnapped, thus determining the exact plot to be played out.

Summary[]

A distraught woman calls 911, reporting that her loved one had disappeared. She briefly describes the circumstances of the disappearance, but the operator first asks to know the identity of the disappeared person.

Plot 1: Dog[]

This plot is fairly common, occurring in 1 out of every 4 calls.

This is also the only plot in which it is possible to IGNORE the call without suffering a penalty (in fact, you get +1 Reputation for it), and can do so almost immediately.

Resolving this call on site is a bit more dangerous, due to the presence of a belligerent man.

Summary[]

The caller responds that her dog has been kidnapped just moments ago, either from her front yard or from outside a grocery store when she went inside without it.

The operator may disregard the call, as dogs are not part of the duties of an emergency service. Nevertheless, this is still a form of theft; with the thief still in the area, the operator decides to send units after all. He asks the caller for a description of the dog and the kidnapper, and units use these to quickly locate the dog in the hands of the kidnapper.

The kidnapper is arrested (and may put up a fight). The dog is fortunately only mildly harmed, and returned to its owner after some basic medical treatment.

On Site[]

This incident has two locations: The caller's location (stationary) and the kidnapper (hidden). Only the hidden site needs to be resolved to end this incident successfully; the stationary site will disappear automatically once the kidnapper is located. IGNORING one site will also automatically ignore the other.

Resolving the Hidden Site will also cause this location to disappear.
  • The SEARCH element takes 600 Work seconds to resolve, which means it's best to send several units with high Search skill or search-related equipment. Given the small search area, a manual sector-by-sector search is likely to go faster than an automatic one.

The manual search area is 4x4, which is small enough to be searched with only a handful of units within a reasonable timeframe. This is generally faster than sending units directly to the caller's location for an automated search.
  • The kidnapper must be arrested by police and taken to jail. He is unarmed, but has a 60% chance to fight with police anyway. Make sure to send a couple of armed officers to subdue him quickly. Your medical unit may have to transport him to a hospital if he does resist.
  • Once the kidnapper is dealt with, medical units can begin treating the dog. It does not require transport to hospital.

Plot 2: Kidnapped Toddler[]

This plot is fairly common, occurring in 1 out of every 4 calls.

Resolving this call on site is a bit more dangerous, due to the presence of a belligerent man.

Summary[]

The caller responds that her child had been kidnapped just moments ago, from a playground, when the mother turned her attention to a friend for a few moments. Other children at the playground told her that the toddler had left with a strange man.

The operator quickly questions the woman about the appearance of the child and the stranger, and immediately dispatches units to begin searching. They are both found a short distance away from the playground.

The kidnapper is arrested on the spot (and may put up a fight). The child has suffered some injuries, and is treated on location by medical teams before being returned to her mother.

Plot 3: Missing Toddler[]

This plot is less common, occurring in 1 out of every 8 calls.

Partway through this plot, a randomized response from the caller has a 50% chance to change the "missing" toddler into a "kidnapped" toddler. This essentially turns this plot it into Plot 2, with an identical ending.

Summary[]

The caller describes how she'd left the daughter in the toy section of a large store, but couldn't find her afterwards. She searched everywhere and even notified store security, but no one could find the child.

The operator collects some basic information about the kid before dispatching police units to the area. They find the child close by, though she had gotten herself a little injured. After basic aid from a medical team, she is returned to her mother, safe and sound.

On Site[]

NOTE: If the woman reports that her daughter was kidnapped by a strange man, the on-site scenario for Plot 2 will be used instead!

This incident has two locations: The caller's location (stationary) and the child's location (hidden). Plot 4: Husband[]

This plot is less common, occurring in 1 out of every 8 calls.

Summary[]

The caller reports that her husband hasn't come home after work, which she claims he always does. He never mentioned going anywhere else after work. She's tried calling his phone, but he's not answering. She's also tried calling his friends, but they have no idea where he is.

The operator decides to send units to scout the area. They scan a large swath of the city before finally finding the husband, injured. Fortunately, his injuries are not bad, and he is treated on the spot and returned home immediately.

On Site[]

This incident has two locations: The caller's location (stationary) and the husband's location (hidden). Only the hidden site needs to be resolved to end this incident successfully; the stationary site will disappear automatically once the husband is located. IGNORING one site will also automatically ignore the other.

Resolving the Hidden Site will also cause this location to disappear.
  • The SEARCH element takes 700 Work seconds to resolve, which means it's best to send several units with high Search skill or search-related equipment. Given the large search area, it may be sensible to search the area automatically, unless you have plenty of units available to search sector-by-sector instead.

Missing husband Hit Points 100 Always male.
  • This location can only be found after completing a manual or automatic search of the area. The manual search area is 7x7, for a total of up to 49 sectors; you would need many units to search it effectively. Depending on which units you have available, it might be better to send them to the stationary site to conduct an automatic search.
  • The husband requires only medical attention; no transport to hospital needed.

Plot 5: Grandmother[]

This plot is less common, occurring in 1 out of every 8 calls.

Summary[]

The caller reports that her 78-year-old mother had disappeared from their house. The caller says her mother has alzheimer's disease, and might not remember the way home. To make matters worse, she left without warm clothes to protect her against the weather.

The operator sends units to comb the area. The old lady is finally found a good distance from her home. She is treated for exposure immediately, and then returned to the caller's house.

On Site[]

This incident has two locations: The caller's location (stationary) and the old lady's location (hidden). Only the hidden site needs to be resolved to end this incident successfully; the stationary site will disappear automatically once the old lady is located. IGNORING one site will also automatically ignore the other.

  • The SEARCH element takes 600 Work seconds to resolve, which means it's best to send several units with high Search skill or search-related equipment. The manual search area is not very big, but it may still be better to do an automated search if you have a well-equipped unit, such as a Police Copter.
MISSING (Plot 5: Grandmother, Hidden Site)

  • This location can only be found after completing a manual or automatic search of the area. The manual search area is 5x5, which totals up to 25 sectors. This can be searched quickly with multiple vehicles, but if those aren't available, it might be better to send units to the stationary site instead for an automated search.
  • The old lady requires only medical attention; no transport to hospital needed.

Plot 6: Teenager[]

This plot is less common, occurring in 1 out of every 8 calls.

Summary[]

The caller reports that she had not seen her 16-year-old daughter since the previous night's dinner. She fears the daughter might have run away, explaining that things at home have been tough. She tried calling one of her daughter's friends, who said she's seen her at school that morning. The woman says her daughter always dresses in black, making her easy to identify.

The operator sends out several units to look for the daughter, eventually finding her not very far from her home. She had managed to injured herself, but the medics attend to her immediately and return her home.
