Illegal Swimming is a Reported Incident in 112 Operator that is only available with the Water Operations DLC. It can only occur on water, and reached only by water or airborne vehicles. This incident cannot occur during normal conditions, and is only possible during inclement weather. It requires only police response, though it can turn into a purely medical situation in some circumstances. It has only one incident site. It can start occurring on the very first duty of any game.

The incident involves a person who has been spotted swimming despite lifeguards raising a black flag to indicate that the water is too dangerous. The person must be arrested and taken to prison, and will not offer any resistance. In some cases, failing to reach the person within a rather short amount of time results in them drowning, and requiring substantial medical treatment and transport to hospital instead.

Conditions to Spawn[]

The Illegal Swimming incident requires the Water Operations DLC to be installed and active. This incident can spawn on any Duty in any game mode.

However, this incident cannot spawn under normal weather conditions. The weather must be at least Rainy, Windy, or Cold to be enabled, in which case it will be uncommon. Snowy weather (which counts as Cold by default) makes it quite common. Multiple weather types combined together make the incident even more common: for example, Cold weather that is also Rainy and Windy can make this one of the most common water incidents until it passes.

This incident may only spawn in a Water district. If the player does not control any water districts, the incident cannot spawn. This incident will always spawn close to the shore.

Resolution[]

The Illegal Swimming incident must be reached within 1,000 seconds of real time (on SLOW game speed) or it will automatically fail. This is quite a lengthy time window; however, there is a chance that within 450 seconds, this incident will turn into a purely medical incident, requiring a completely different kind of response. It is best not to take that chance.

The reputation reward for resolving this incident is +1.

The penalty for ignoring this incident is -1, subjected to multipliers from the current difficulty setting.

Scene Elements[]

This incident contains one scene with only a single police element. However, a hidden timer could change it into a medical element.

Description[]

The scene takes place in open water. By default, the illegal swimmer is still swimming in the water. They require arrest and transport to prison.

However, in 20% of all cases, there is a hidden timer that begins to tick as soon as this incident spawns on the map. Within 450 seconds of real-time (on SLOW game speed) the timer elapses, reducing the swimmer's Hit Points to only 30. This turns them from a suspect into an heavily injured person, at which point they no longer require arrest, and instead require quite a bit of medical treatment followed by transportation to hospital.

Due to the risk of this timer, it's best to respond to the incident as quickly as possible. If no police units are free or near enough to the site, consider sending a medical boat in the meanwhile, just in case the person drowns before police can get to him.
