The Horse is a land-based police vehicle in 112 Operator. It is the second-cheapest vehicle in the game, and is in fact an "upgraded version" of the cheapest vehicle - the Police Bicycle - with slightly better speed but otherwise identical qualities. The Horse unit can carry two officers (each on his own horse), and cannot transport arrested criminals to jail. It completely ignores traffic, and travels offroad without any penalty to its speed. It also enjoys a Search skill bonus, and is quite useful for that purpose.
Horses are completely immobilized by heavy rains or snow.

Overview[]
The Horse is unlocked several days into a career, scenario, or freeplay game, together with the Police Bicycle. Horses are essentially just an expensive, slightly better version of the Bicycle.
The Horse unit carries 2 officers, and travels at a top speed of 45. This is the second slowest vehicle in the game after the Police Bicycle, which travels at speed 35. Like Bicycles, Horses also have the advantage of completely ignoring any speed penalties for offroad movement or traffic, making them a little faster than most land-based police vehicles inside parks. The 10 point speed advantage that Horses have over Police Bicycles is really their only advantage; for which you will be asked to pay €12,000. This is the same price as 3.5 Bicycles. Furthermore, for just €8,000 more, you can purchase a Police Motorcycle, with hugely improved speed (180) and some extra abilities. All of this puts the usefulness of horses into serious question.
Horses can overtake and stop slow-moving encounters such as criminals on foot or on bikes, but have no chance of stopping a car. With two officers and no bonuses to their criminal-related skills, Horses are as effective as most police vehicles at actually resolving encounters. However, they cannot carry any arrested criminals, meaning that they can only handle non-arrest incidents on their own, otherwise having to wait for another unit to come take the arrested persons to jail. Furthermore, Horses provide no armor protection to the officers, making them exceptionally vulnerable in combat; they don't make very good backup troops for shootouts.
One thing that Horses are good for is manual search, going sector-by-sector. Not only do they have an excellent acceleration value of 20 (allowing them to practically start and stop moving on a dime), but both horse-riders receive a +0.5 Search skill bonus, which speeds up the actual search itself. Note that these are just more abilities that Horses share with Bicycles, not a unique advantage.
Finally, like Bicycles and Motorcycles, Horses are completely disabled whenever it rains at level 8 or above, or when it snows at level 5 or above.
All in all, upgrading from Bicycles to Horses does not seem to be worthwhile, for the amount of money it requires. They may come in handy if you're low on money and need a unit that can patrol parks a little faster than most, but a single Pickup Truck can do so far better for the price of about 3 Horses. If you're just looking for cheap vehicles to place reserve officers in, while waiting for more money to become available, Bicycles are both far cheaper and not much worse than a Horse.
