A Harbor is a facility in 112 Operator provided by the Facilities DLC, but availble only if the Water Operations DLC is also installed. It can be placed on the map for €80,000, creating a new drop-off point for both injured passengers and arrested suspects. Only water vehicles and airborne vehicles may visit a Harbor. It functions identically to a port, with the exception that it can be sold for half its purchase price.
Placing and Removing[]
With both the Facilities DLC and Water Operations DLC installed, a Harbor can be placed by accessing the Facilities tab between duties, clicking the Harbor entry in the list, and then selecting a position on the map. The Harbor will not appear on the list if either of the required DLCs is missing. You must have €80,000 available. There is no limit to the number of Harbors you may place down on a map, or in a given district.
A Harbor can only be placed on the shoreline of a significant body of water (small ponds inside land districts not included). If the Water Operations DLC is installed and you cannot purchase any water vehicles, then there will be no place to put a Harbor, either. You may place Harbors outside your unlocked districts, if you wish. The money is spent only once the Harbor is placed; you may cancel the purchase before then without any penalty.
A placed Harbor may be sold for €40,000 (half the purchase price) by switching to Facilities mode and clicking the small "$" button next to the Harbor's icon.
Passenger Drop-Off[]
A Harbor functions exactly the same as the ports that are already part of the map, being a drop-off point capable of accepting both prisoners and injured passengers carried by police and medical vehicles, respectively. Vehicles cannot distinguish between ports and manually-placed Harbors.
When a Water Vehicle leaves an incident site while carrying either prisoners or injured passengers, it will automatically look for the nearest port or Harbor, go to it, and drop the passengers/prisoners off. The same thing occurs when pressing the vehicle's to "go to base" button. You may also tell the vehicle to go to a specific Harbor to drop off passengers, same as any port.
Airborne Vehicles can drop their passengers off at ports, police stations, hospitals, or their placed counterparts - whichever happens to be closest at the time.
Only Water vehicles (boats, amphibious) and Airborne vehicles (helicopters) can drop their passengers off at a Harbor. Land vehicles ignore its presence completely, and cannot be sent to it.
As with ports, there is no limit to the number of passengers that can be dropped off at any one Harbor.
Placement Tips[]
The four drop-off facilities in the game, including the Harbor, should be placed very carefully since they cannot be moved after placement (except for selling one off at half price, and buying a new one at full price - a substantial expense).
Harbors can only serve Water and Airborne Vehicles, so it is generally best to ignore any nearby land drop-off points (police stations, hospitals) when placing them; only look for the presence of nearby ports (or lack thereof) when making your decision. Note that while Airborne Vehicles can fly to nearby land-based hospitals and police stations, water vehicles cannot use them at all.
Harbors should be placed at regular intervals along each waterway or shoreline, if possible; though their prohibitively-high cost means you probably won't be able to place many of them. It is typically better to place them at river junctions, or in the middle of very long inlets, rather than at the end of such inlets.
Note that, as more districts become unlocked, distances on the map shrink; a Harbor that was placed in a "remote" area early on in a campaign might turn out to be very close to another port by the time the entire map is unlocked. Remember this, and make sure to sell such Harbors back if this happens.
The exact placement of a Harbor is far less important than it is for other drop-off points. So long as it is placed in the correct general area, it should do fine.
