The Handcuffs are a police officer tool in 112 Operator, that can be placed in either the left or right tool slot (but not both). This item is part of the standard gear set, given to any new officer by default, at a cost of €100 (already factored into the recruitment price).
The Handcuffs increases the officer's Handcuffing skill by +1.0 (shown erroneously as +10.00 in some tooltips). This speeds up their work when arresting suspects by +1 Work per Second. Note that without any Handcuffing bonuses, an officer's Handcuffing skill is only 0.1 - arrests will take many minutes to complete - so the Handcuffs are essentially required for an officer in order to be able to make arrests within any reasonable timeframe.
This item is most important for officers riding in vehicles that are expected to make arrests, such as Police Vans or even Patrol Cars. Other units (e.g. Police Motorcycles, Police Helicopters, etc.) may never be required to make arrests at all, if you use them strictly for other purposes like questioning witnesses and issuing fines. Nevertheless, it's typically a good idea for any officer to have the ability to arrest suspects, even if they must then wait for another unit to come take those suspects to jail.
Note that the Tactical Vest item (available only in the Facilities DLC) combines the same +1.0 Handcuffing bonus with multiple other bonuses for the price of €4,000. The Handcuffing bonuses from the Handcuffs and the Tactical Vest are cumulative; they can both be used together to double the officer's Handcuffing speed. This gives an incentive to continue using the Handcuffs even after the Tactical Vest is unlocked, at least for units dedicated to making arrests.
