Exhibitionist is a Reported Incident in 112 Operator. A relatively rare incident, it requires only police response. It has only one incident site. This incident can spawn at any stage of the game, including the very first Duty.
The incident involves an elderly man exposing himself in public. He must either be fined or arrested.
Conditions to Spawn[]
The Exhibitionist incident can spawn at any stage of the game, from the very first Duty onward. This is true for all game modes.
This incident has double the chance to spawn in a Parks district. It is only half as likely to spawn in Business and Industrial districts. It is also half as likely to spawn during the night.
Cold weather (and snow, which always happens in cold weather anyway) will completely disable this incident.
This incident has some chance of spawning in the vicinity of a poorly-managed Concert or Protest; the more violent the protest, the higher the chance.
This incident also happens a bit more commonly on New Year's Eve.
With The Last Duty DLC, this incident will never spawn after the Infected begin to attack.
Resolution[]
The Exhibitionist incident must be reached within 900 seconds of real time (on SLOW game speed) or it will automatically fail. It is not very urgent at all.
The highest reputation reward possible for resolving this incident is +3.
The maximum possible penalty for ignoring this incident is -3, depending on multipliers from the current difficulty setting.

The scene contains nothing but an old man. In 80% of the cases, he must be fined. In the remaining 20% of cases he must be arrested instead, and taken to prison.
