The Epileptic Seizure incident can spawn on any Duty in any game mode. Normally, it is an uncommon incident.
This incident occurs three times as often in Industrial districts. It is significantly less common in Business and Parks districts.
The incident is significantly less likely to occur at night, when it is one of the rarest incidents.
The incident always spawns on a building. Note that some maps have buildings inside parks or wilderness areas.
A poorly-managed Concert can spawn this incident in its vicinity, though it is not very common.
Similarly, a poorly-managed Demonstration can spawn this incident in its vicinity if it is still in the peaceful stage or is on the verge of turning violent, though it is uncommon in both cases. A violent Demonstration cannot spawn this incident.
Resolution[]
The Epileptic Seizure incident must be reached within 550 seconds of real time (on SLOW game speed) or it will automatically fail. This is just under the average time limit.
The reputation reward for resolving this incident is +3.
The penalty for ignoring this incident is -3, depending on multipliers from the current difficulty setting.
