Electric Tools are a firefighter tool available only in the 112 Operator Facilities DLC. It boosts a firefighter's Technical skill by +1.0 points. It can be placed in either the left or right tool slot (but not both), and costs €5,000 to purchase as part of any gear set.
The +1.0 Technical bonus boosts a firefighter's skill when resolving Technical issues only; it does not assist during fires. In practice, the firefighter will do +1 Work per Second more than they otherwise would. This is a very substantial bonus, increasing a rookie's Technical skill by 40% to 50% of its base value.
Technical Bonuses are important for any firefighter, unless their team is reserved specifically for non-technical work (such as crews riding around in a Water Tender). It is always good to have skilled firefighters capable of doing such work quickly, since technical obstacles often block access to injured people who need urgent treatment. The faster the firefighters can solve the issue, the faster medics can get to the injured and begin treatment.
The bonus from Electric Tools is cumulative with the bonuses from Technical Tools and riding around in a Technical Truck, for a grand total of +2.0. This is enough to put any firefighter above the upper skill limit of 4.0. If any firefighter reaches such a high skill level, consider removing the Technical Tools first - and then the Electric Tools if necessary - and giving them to another firefighter.
