Drunk Helmsman is a Reported Incident in 112 Operator that is only available with the Water Operations DLC. It can only occur on water, and reached only by water or airborne vehicles. This rare incident requires only police response, and has only one incident site. It can start occurring on the very first duty of any game.
The incident involves a motorboat driver suspected of drunk driving. Police must chase the driver to a halt, then determine whether they are indeed too drunk to drive. In 50% of cases, the driver must only be given a lengthy sobriety test, and then let go. In all other cases, the driver must be arrested and taken to prison.
Additionally, police may need to question a second passenger on the boat.
Conditions to Spawn[]
The Drunk Helmsman incident requires the Water Operations DLC to be installed and active. This incident can spawn on any Duty in any game mode. It is normally rare among water incidents.
This incident may only spawn in a Water district. If the player does not control any water districts, the incident cannot spawn. This incident will always spawn some distance away from the shoreline, possibly even far into the ocean. It cannot spawn in narrow rivers and canals.
This incident is twice as common during Hot weather (which still leaves it only uncommon, relative to other incidents).
Resolution[]
The Drunk Helmsman incident must be reached within 1,100 seconds of real time (on SLOW game speed) or it will automatically fail. This is a very long timeframe, almost equal to half a Duty.
The reputation reward for resolving this incident is +2, regardless of how many extra elements were randomly added to the scene.
The penalty for ignoring this incident is -2, regardless of any randomly-added elements, and subjected to multipliers from the current difficulty setting.

This incident contains one scene with between 1 and 3 police elements.
Chase[]
This scene begins to move as soon as it spawns. Its maximum speed is 50, making it easy to stop with any police water vehicle.
Description[]
The scene takes place next to the stopped motorboat, carrying the suspected drunk driver and potentially up to 2 passengers.
The driver has a 50% chance of being a suspect (drunk), in which case they must be arrested and taken to prison. They are unarmed, and will not resist arrest. In the other 50% of cases, the driver is a witness, and must only be questioned - but that takes 350 Work Seconds, which is a lot. It's a good idea to send experienced officers - preferably with equipment that boosts the Suspect skill - to finish the process as quickly as possible.
The two additional passengers on the boat each have a 50% chance of being present (independently of the other). If the first passenger appears, they require questioning by police for 150 Work Seconds. The second passenger is a "decorative" element, which requires no interaction at all.
