Drug Use in a Public Place is a Reported Incident in 112 Operator. This common event requires only police response, but often a lot of police work and transport space for suspects. This incident can only spawn once the initial grace period is over (Duty 4+ in Campaign mode). It has only one incident site.
The incident involves reports of a group of 4 people using illicit drugs in public. Each suspect has a high chance of requiring arrest and transport to prison, but on occasion will need to be fined instead. Although one of the suspects may rarely carry a knife, they will never use it against the police. Overall, it is a good idea to send one or more police units with a total passenger space of 4, just in case all suspects require arrest; but heavy police presence is not necessary per-se.
Conditions to Spawn[]
The Drug Use in a Public Place incident can only spawn once level 2 calls have been unlocked. This happens on Duty #4 in Campaign mode. Normally, this incident is somewhat rare, but at night it triples its chance of occurring, becoming much more common.
This incident very likely to spawn in Slums and, to a lesser extent, in Residential and Park districts. It has a reduced chance of spaning in Business and Industrial districts.
This incident can only spawn inside a building. While it is rare, some buildings do spawn inside parks and out in the wilderness.
This is one of the most common incidents to spawn within the vicinity of a poorly-managed Concert. It also has some chance of spawning near poorly-managed Demonstration, moreso as they turn from peaceful to violent, but isn't very common in either case.
This incident is also quite common on New Year's Eve.
With The Last Duty DLC, this incident will never spawn once the Infected begin to appear.
Resolution[]
The Drug Use in a Public Place incident must be reached within 1000 seconds of real time (on SLOW game speed) or it will automatically fail. This is plenty of time to get a couple of units to the scene to pick up all of the suspects.
The reputation reward for resolving this incident is +8.
The penalty for ignoring this incident is -8, depending on multipliers from the current difficulty setting.

This incident contains one scene with four police elements.
Description[]
The scene takes place inside a building. There are four drug addicts inside.
Each drug addict has an 80% chance of requiring arrest and transportation to prison. As such, it is best to send a unit that can carry that many prisoners, or several units with a total passenger space of 4.
Any drug addict that does not require arrest will instead need to be fined for exactly €1,000, for a maximum total of €4,000 for all 4 suspects. Only 1 in 625 cases results in all four addicts being fined.
Note that Drug addict #1 has a 10% chance to carry a knife - but he is not aggressive, and will never fight the police.
Reputation[]
Each resolved Suspect element (whether arrested or fined) adds +1 to the reputation reward for this scene. Additionally, resolving all four elements rewards you with another +4, for a total of +8.
Ignoring this scene prematurely gives a penalty of -4, and an additional -1 for each Suspect that had not yet been resolved.

The incident appears to have been written, at some point, to randomly have anywhere between 1-4 drug addicts present. However, this is overridden by an extra "isActive" tag which makes all 4 drug addicts appear on the scene every time.
Some of the drug addicts have a low Hit Point stat defined, but this has no effect on their behavior, they do not require treatment, and the value is not displayed anywhere in the game.
