Drowning Man is a Reported Incident in 112 Operator that is only available with the Water Operations DLC. It can only occur on water, and reached only by water or airborne vehicles. This common incident requires only medical response, and has only one incident site. It can start occurring on the very first duty of any game.
The incident involves a man whose kayak has capsized. The man is drowning, and must be reached and rescued before he dies, then evacuated to a harbor or hospital.
Conditions to Spawn[]
The Drowning Man incident requires the Water Operations DLC to be installed and active. This incident can spawn on any Duty in any game mode. It is normally common among water incidents.
This incident may only spawn in a Water district. If the player does not control any water districts, the incident cannot spawn. This incident will always spawn near the shore.
This incident is rare during the nighttime compared to daytime, but may still occur.
This incident is almost twice as common during Hot weather. It becomes rare during Cold, Windy, or Rainy weather. It cannot occur at all during Snowy weather.
Resolution[]
The Drowning Man incident must be reached within 1,300 seconds of real time (on SLOW game speed) or it will automatically fail. This is a very long time window - more than half a Duty. However, the patient is drowning to death, and in actuality you have only 900 seconds to reach them before they die. Failure to save the person's life is very costly.
The reputation reward for resolving this incident is +3, assuming the patient hasn't died first. Otherwise, you will be penalized for -2 Reputation points when resolving the incident.
The maximum possible penalty for ignoring this incident is -8, which happens if the patient dies before the incident is ignored. Otherwise, the penalty for ignoring this incident is only -3. Both cases are subjected to multipliers from the current difficulty setting.

Description[]
The scene takes place in open water. The drowning man is still in the water, fighting for their lives.
The victim's health is set at 90 hit points when the scene appears on the map, but degrades at a rate of -0.1 per every real time second that passes (on SLOW game mode). This gives you only 900 seconds to reach the patient and rescue them before they die, which would cost a huge number of Reputation points. The patient requires medical treatment as well as transportation to hospital.
