Destroyed Fuel Distributor is a Reported Incident in 112 Operator. This incident may only occur during the Blackout event, much more common in the second half of that Duty than the first. It requires both firefighter and police response, and has only one incident site.
The incident involves a person who has used the blackout as an opportunity to try to steal gas out of a disabled fuel pump, destroying the pump in the process and spilling fuel all over the place. Police must reach the site and place the suspect under arrest, then take them to prison. Meanwhile, firefighters must secure the pump to prevent further spillage.
Conditions to Spawn[]
The Destroyed Fuel Distributor incident can only spawn during the Blackout event. It may not spawn at any other time.
During the 1st half of the Blackout Duty, this incident is quite rare, compared to other incidents that the event might spawn. During the 2nd half of that Duty, this incident becomes significantly more common.
This incident may only spawn in one of the (three?) districts affected by the particular Blackout that's taking place. The game does not indicate to the player which districts are affected.
Resolution[]
The Destroyed Fuel Distributor incident must be reached within 750 seconds of real time (on SLOW game speed) or it will automatically fail.
The reputation reward for resolving this incident is +3.
The penalty for ignoring this incident is -3, subject to multipliers from the current difficulty setting.

Description[]
The scene takes place in the open. The fuel robber is still here, caught in the act. The damaged fuel pump is nearby.
The robber must be arrested by police and taken to prison. They are not armed, and will not put up a fight.
The pump itself ("distributor") is a tech element requiring between 600 and 1,000 Work Seconds to resolve - quite a substantial job, even for a large and well-equipped crew.
