The incident involves a road that has cracked open because of the earthquake and has become unusable. A massive traffic jam forms around the incident site. Firefighters much spend a lot of effort fixing the road in order to restore traffic.

The Cracked Road incident may only occur during an Earthquake event, and will never spawn otherwise. It is one of the most common incidents to occur during the Earthquake event.
This incident can only spawn on a road.
There are no district, time or weather modifiers to the frequency of this incident.
Resolution[]
The Cracked Road incident must be reached within 900 seconds of real time (on SLOW game speed) or it will automatically fail. This is longer than most incidents, making it generally non-urgent.
The highest reputation reward possible for resolving this incident is +3.
The maximum possible penalty for ignoring this incident is -3, depending on multipliers from the current difficulty setting.

Traffic Jam[]
As soon as this scene is created, it begins to generate a Traffic Jam that will expand at a rate of 1.0 along every connecting street. This is the fastest a traffic jam can possibly expand.
The Traffic Jam will slow down all ground-based units attempting to travel through it. Smaller vehicles move faster through Traffic Jams, and airborne vehicles ignore them completely.
As soon as the scene is resolved, the Traffic Jam will begin to clear, from the center outwards.
