Plot[]

This call has only one storyline. It occurs right after another plot, Possible Bomb (2), which is always the call right before this one. You might still be dealing with that call when this one triggers.

This is the final call in the Washington D.C. event chain.

Summary[]

Finally, the bomber calls 911 to make his demands. The operator, trying to buy time to trace the call, indulges him, while making a few attempts to delay the conversation.

The bomber explains his motivations: He wants the deportation of illegal immigrants to stop immediately, and all American soldiers to be recalled from foreign soil. The bomber demands that all of this should be read aloud on the news within 5 minutes, and finally also demands that the President of the United States make a formal declaration capitulating to the ultimatum.

The call is finally traced to the bomber's location, traveling in a car. The operator agrees to all of the bomber's demands, while sending multiple armed police units to intercept and apprehend him. The caller, armed with a rifle, fights back, but is eventually taken down and placed under arrest.

  • This incident was supposed to be moving when discovered. However, because the call must be traced, this has no effect; the incident will always be stationary.
  • By default, arriving units will come face to face with the bomber. He is armed with a rifle, and will always fight back as you attempt to arrest him. This pretty much guarantees that he will be heavily injured (and possibly your officers as well), so it is a good idea to send an ambulance to the scene as well to give him medical treatment and transport to hospital.
  • If the caller was alerted during the phone conversation, he will leave his car by the roadside and disappear. The car must be "interrogated" by police officers, but doing so will only avoid part of the massive Reputation penalty for ignoring the call altogether.

Optimal Conversation[]

The caller's location cannot be determined during the conversation itself; his call must be traced. This means that it doesn't matter how much time you waste on speaking with him - the conversation will take a long time either way.

Still, in order to free up your attention, here is the fastest way to get the bomber to hang up without causing him to abandon his vehicle and disappear:

Speaker Dialogue Extra Effects
Operator 911, what's your emergency? Reputation +30.
Ignore Reputation -30.
Incident Icon Chase Moving at speed 80.
Caller You should listen to my demands, or you will have much bigger problems than you already have...
WHAT DO YOU WANT
Operator Ok, what are your demands?
Caller I want my demands presented to the media: All the deportations of the so called 'illegal immigrants' must stop now, or more bombs will follow. If you want to send us back to the warzone, I will bring the warzone to you. I want to see my demands on every TV station in the city in 5 minutes.
OK, I WILL
Operator Ok, I'll do what I can to arrange what you asking for.
Caller Good boy. Then, I want a public declaration from the president that not a single person will be departed from the country.
I WILL PASS THAT ON
Operator Ok, I will pass that on too.
Caller You have 5 minutes. I will talk to you later. Call ended.

When the caller hangs up, keep the conversation open (DO NOT IGNORE IT!) until his location is found, then send multiple armed officers to make the arrest.

Choices to Avoid[]

Keeping the conversation short isn't much of an issue, but it's important not to agitate the caller in any way. Avoid saying WE WON'T NEGOTIATE or IT MAKES NO SENSE. The penalty for these choices is extremely severe.
