Bad Signal is a Call Incident in 112 Operator. This call will not trigger on its own; it will only be triggered by the Storm event. The call will spawn up to five separate scenes (including four different search scenes), and ultimately requires either police response or medical response, depending on the course of the phone conversation. The call dialogue is completely Predictable (no randomized responses from the caller).
The incident involves a man who got himself trapped on the roof during a violent thunderstorm. The storm is interfering with cellphone signals, resulting in the caller being only partially intelligible. The operator must collect clues to the caller's whereabouts, then send units to search 4 possible locations. Once the man is found, he must be questioned by police; unless he was told to jump off the roof, in which case he'll be injured and require treatment and transport to hospital.

Trigger Conditions[]
The Bad Signal incident is a scripted incident; it cannot spawn unless specifically triggered by an Event.
In Campaign and Freeplay mode, this incident will only be triggered on the second Duty of the Storm event. This always happens on Duty #14 in Campaign mode. In Freeplay mode, the Storm event may or may not occur at all, depending on multiple factors.
This incident is triggered on the very first Duty of the Frankenstorm Scenario in New York City.
Structure[]
The Bad Signal incident is a Call Incident, which begins with a phone conversation with a citizen. The call is completely predictable: it contains no randomized responses from the caller, and the outcome depends entirely on choices made by the operator; the same choices will always lead to the same results.
This incident contains a total of five sites: Four separate Search Areas, and the Stuck on Rooftop Scene. None of these sites is visible at first.
During the initial phone conversation, it is possible to determine the rough location of the caller, which causes four search sites to spawn. One of these is the "true" search site, which will reveal the caller's location when completed. The other three search sites are "dummy" sites, which reveal nothing when completed.
If the search sites were not revealed at the end of the phone conversation, the call cannot be traced and must be ignored (suffering a penalty).
Call Summary[]
The Bad Signal incident occurs during a terrible thunderstorm. It begins with a man calling 112 to request help, but everything he says is garbled due to bad reception. The operator's questions determine that the man went up on a roof to fix a problem with the electricity in the building, but got locked out.
The operator attempts to determine the caller's location, but the reception is too bad to relay that information. The operator does, however, manage to determine that the caller is on the roof of a school. He reassures the caller that he is safe, due to the presence of a tall antenna and nearby tall buildings. He instructs the caller on steps to take in order to stay safe.
Emergency units are sent to check the rooftops of every school in the area. Finally, they locate the correct school. Police units make their way up to the roof and release the caller, after checking that he is not injured.
Sub-optimal Endings[]
The operator can ask the caller how tall is the roof they're on. Once learning that the roof is only 5 meter tall, the operator can instruct the caller to jump. In this case, the caller jumps off the roof and injures himself.
If the operator wastes too much time on irrelevant questions, the caller will get struck by lightning and unable to relay their location - leading to a dead end.

Search Area[]
Four different Search Areas and Automatic Search Sites will appear on the map at the end of the phone conversation. Each search site can be anywhere on the map - except one, which must be right next to the (hidden) Stuck on Rooftop Scene.
Each Search Area includes only a single sector - for a total of 4 sectors. One of these sectors (selected at random) contains the hidden incident site you're searching for.
Each sector requires 120 seconds of Search Work to complete - a very significant amount. This can be done by any unit. Once the specific sector containing the hidden incident site is completely searched, the hidden incident site appears and the search is over.
Resolution[]
There is no time limit to completing the search. There is no reward for completing the search, either.
There is no penalty for ignoring the search itself, no matter how many sectors have been completed; but you will be penalized -3 points for ignoring the Stuck on Rooftop Scene, subject to multipliers from the current difficulty setting.
Once the search is completed, it reveals the Stuck on Rooftop Scene, described below.

Stuck on Rooftop Scene[]
This scene only appears on the map once the correct Search sector has been completed. It will appear inside that sector. At that point, all other search sectors and Automatic Search Sites will disappear.
The scene contains one police element or one medical element, depending on the course of the phone conversation.
Description[]
This scene takes place at the school. The caller is still here, either trapped on the roof, or lying on the ground next to the building.
If the caller has not been instructed to jump off the roof, then he is a witness and only needs to be questioned by police.
If the caller has been instructed to jump off the roof, then he is injured. He requires mild medical treatment, following by a trip to the hospital.
Resolution[]
There is no time limit to reach this scene.
The reputation reward for resolving this scene is +3.
The penalty ignoring this scene is -3, whether before or after completing the search. This is subject to multipliers from the current difficulty setting.
