The Baby in a Car incident is a scripted incident; it cannot spawn unless specifically triggered by an Event.
In all game modes, this incident occurs on the very first Duty of a Heatwave event.
In Campaign mode, the Heatwave event always occurs on Duty #9.
In Freeplay mode, the Heatwave event may only occur at the "Junior" and "Middle" difficulty settings; it will never occur on "Senior" or "Principal" difficulties. At "Junior" difficulty, it may occur between Duties #4 and #14. At "Middle" difficulty, it may occur between Duties #1 and #11.
The Heatwave event always occurs on Duty #1 of the Heatwave scenario, which takes place in Shanghai, China.

The call is completely predictable: it contains no randomized responses from the caller, and the outcome depends entirely on choices made by the operator; the same choices will always lead to the same results.
This incident includes only a single scene, whose location is revealed if the caller is asked for their location. If the conversation ended without discovering the location, the location will be traced within 450 real-time seconds (on SLOW game speed) from the moment the conversation started.
Choices made during the conversation do not affect the situation on the scene, but can affect the Reputation Reward for resolving it.
Call Summary[]
This incident occurs during a heatwave. A man calls 112, saying that he had just spotted a baby in the back of a car. The baby (or rather, 2-3 year old toddler) is strapped to a baby-chair in the back seat, and is crying. All the windows are rolled up. The caller says that the baby's parents are nowhere in sight; he was the only adult present.
Realizing that the baby's life is in danger, the operator instructs the caller to get someone to serve as a witness and break one of the car's windows - the one farthest from the baby. He instructs the caller to break one of the window's bottom corners rather than striking it in the center.
The caller does as instructed, while police and medics rush to the scene. The police question both the caller and the baby's parents, while medics treat the baby for dehydration.
Negative Choices[]
The operator could declare the whole thing to be a non-emergency. This is a huge mistake, since the baby's life is in danger, costing the player a lot of Reputation points.
Telling the caller that police won't be necessary after he breaks the window results in the parent coming back and blaming him for vandalism - which also costs you points.

The Baby in a Car incident contains only a single scene, which is hidden at first. This scene only appears on the map once either of the following conditions is met:
- The caller was asked for his location.
- About 450 seconds of real-time have elapsed (on SLOW game speed) from the moment the conversation began.
The scene contains one medical element and two police elements.
Description[]
This scene takes place on a street, next to the locked car. The caller is here, as is the baby's parent who has just returned. The baby has already been removed from the car.
The parent and caller are both witnesses, and must both be questioned by police.
The baby is in serious medical condition, but medics can complete the treatment on-site without need to evacuate the baby to a hospital. The baby's life is not in any actual danger - it will not die on the scene.
Resolution[]
This scene must be reached within 800 seconds of real time (on SLOW game speed) from the moment is spawns on the map, or it will fail automatically.
The default reputation reward for resolving this scene is +2. This is increased to +6 if the caller is told to GET A WITNESS before breaking the window. Conversely, the reward decreases by -3 points if the caller is then told that police will not be necessary.
If the caller is told that the situation is NOT AN EMERGENCY from the get-go (before he breaks the window), the reward is decreased all the way down to -4 (you lose points no matter what you do).
The default penalty for ignoring this scene is -2, subject to multipliers from the current difficulty setting. This is increased to -6 if the operator says police won't be coming, for any reason or at any point.
