Abandoned Package is a Reported Incident in 112 Operator. It is one of two incidents with identical names and similar properties. This particular incident is a fake bomb threat (no danger). For the real bomb threat, see Abandoned Package (Real).
This is an uncommon incident that requires only police response. It has only one incident site. This incident can only spawn once the initial grace period is over (this happens on Duty #4 of a Campaign game).
This incident involves a report of an abandoned package in a crowded place, which is suspected to be a bomb. Police must arrive at the site, evacuate it, and only then inspect the package to determine whether it is really a bomb. In this particular version of the incident, the package is not a bomb. Police may also sometimes have to interrogate between 1 and 3 witnesses.
Since the bomb is fake, it is not a threat to anyone on site; but it still requires a lot of work. This can be sped up greatly with dedicated equipment (e.g. a Defusal Kit or Robot).
Conditions to Spawn[]
This version of the Abandoned Package incident can only spawn once level-2 incidents have been unlocked. In Campaign mode, this happens on Duty #4. It is an uncommon incident, but isn't rare for an incident that requires so much work on site.
This incident has a higher change to spawn in Business districts compared to all other districts.
A poorly-managed Demonstration may spawn Abandoned Package incidents in its vicinity. The incident spawns more frequently in the vicinity of violent Demonstrations, compared to peaceful or even borderline-violent Demonstrations. In all three cases, however, it is still very rare.
Similarly, this incident may also spawn in the vicinity of a poorly-managed Concert, though still not very commonly.
With The Last Duty DLC, this incident will never spawn after the Infected begin to attack.
Resolution[]
This version of the Abandoned Package incident must be reached within 600 seconds of real time (on SLOW game speed) or it will automatically fail. Since the bomb isn't real, this is the only ticking clock.
The reputation reward resolving this incident is +6.
The maximum possible penalty for ignoring this incident is -6, depending on multipliers from the current difficulty setting.
Scene Elements[]
The Abandoned Package incident contains one scene with multiple police elements.
Description[]
The scene is an open space, with between 2 and 5 citizens present, as well as the abandoned package itself. There is also an additional policework element called "Securing the area".
Before the package can be dealt with, police must first secure the area. This is a policework element that requires anywhere between 100 and 300 Work Seconds. Note that this work ignores any skill bonuses from officer equipment, so it may be a good idea to send multiple crews to the site to resolve this as quickly as possible. Experienced officers can also help speed it up.
Once security has been established, the package can finally be inspected. It is a "bomb" type element, which requires only 60 Work Seconds. However, the rate at which officers resolve it is based on the "Defuse Bomb" skill, which is extremely low by default (a rookie officer has around 0.1 Defuse skill). Only specialty equipment, such as Defusal Kits or Robots, can speed this up to an acceptable rate of work; otherwise it can take over a minute of real time (on SLOW game speed) for a police team to do the same amount of work.
In addition, between 1 and 3 of the citizens on site are witnesses who must be questioned by police. Officers will usually prefer to handle the package first, so again multiple police crews can help speed things up by questioning the witnesses in the meanwhile.
Reputation[]
Evacuating the area and defusing the bomb reduces the penalty for ignoring this incident by 2 points each, to a maximum of -2. This means that there is no way to ignore the incident without suffering a penalty.
In any case, once level-3 incidents have been unlocked (Duty #16 in Campaign games), ignoring this incident is never a good idea until the package is checked, otherwise it might be a real bomb which would cost you dozens of reputation points!
